There are many approaches to calculate the efficiency of public administration: economic models ("contribution - product", "needs - resources"), long-term effectiveness of the organization, and the model of evaluating "goal achievement" (effectiveness). Of course, each institution should have its own approach, because, for example, such benefit as "national security" is difficult to calculate. However, those institutions that deal with the establishment of new markets and their administration should first of all be evaluated from the point of view of the proportionality of the expenses for the functioning of such a body and contributions to the state budget, which are provided by the sphere of the economy accountable to this body.
